Beyond Transparency: Building Safe, Accessible Digital Tools for Supply Chain Accountability

Open Supply Hub launches a report on how digital tools can advance human rights due diligence (HRDD) and strengthen support for rightsholders.

SEPTEMBER 2025

Supply chain transparency is at an inflection point. Digital tools are now central to how global supply chains are governed but urgent questions remain: Who are these tools built for? Do they genuinely serve those most affected by supply chain risks?

To explore these questions, OS Hub carried out a consultation with 65 trade unions, worker collectives, and civil society organizations (CSOs) across multiple regions. Their perspectives highlight both the systemic barriers to safe participation—political repression, legal precarity, chronic underfunding—and the transformative potential of digital tools when designed with rightsholders at the center.

About the Report

This report explores:

  • What challenges do trade unions and CSOs face when participating in or working with digital supply chain accountability tools?
  • What principles should guide the design of digital platforms to ensure they are safe, inclusive, and genuinely accountable to rightsholders?
  • What concrete steps are unions and CSOs calling on developers, funders, regulators, and employers to take so that digital tools work for rightsholders?

Who should read it:

  • Developers & platform operators – building or improving digital tools for supply chains
  • Funders & donors – shaping the digital ecosystem for labor rights and due diligence
  • Regulators & policymakers – setting and enforcing new human rights due diligence standards
  • Employers & brands – strengthening rightsholder engagement and investing in digital tools for their supply chains
  • Unions & CSOs – advancing worker voices and strengthening corporate accountability

Translated versions of the key findings will be published shortly. For immediate access, readers may use tools such as Google Translate or ChatGPT to view the text in their preferred language, though please note these automated translations may not always be fully accurate.
